Program Overview

Enertech’s Liaison Program ensures effective coordination with emergency responders through a tiered outreach approach. This includes GIS-based identification, engagement with County Emergency Management Agencies (CEMAs), Priority Emergency Responders (PERs), and Public Safety Answering Points (PSAPs).

The program complies with:

  • 49 CFR 192.615(c): Mandates liaison with 9-1-1 centers and emergency officials to understand roles, share capabilities, and plan coordinated emergency response.
  • 49 CFR 195.402(12): Requires established communication with emergency entities, understanding their jurisdiction and capabilities, and coordinated outreach.

GIS & Data Mapping

Using centerline shapefiles, Enertech identifies asset counties and emergency entities. A county-specific WebMap visually links pipelines to local CEMAs and responders.

CEMA Engagement

Enertech contacts each county’s CEMA to:

  • Confirm PERs and gather their contact details.
  • Review and validate WebMap data.
  • Build a verified PER database.

PER Outreach

PERs are contacted via:

  • Phone & Email: For contact confirmation, capability assessments, and meeting invitations.
  • Geofencing Ads: Targeted ads drive engagement with the Liaison Website.
  • Invitations to virtual meetings.

Virtual Liaison Meetings

Enertech hosts online sessions with CEMAs, PERs, and PSAPs to:

  • Review response protocols.
  • Identify emergency scenarios.
  • Foster mutual support planning.

Effectiveness Metrics

Success is measured by:

  • PER capability documentation.
